What are Openreach PIA Accreditations?
Physical Infrastructure Access (PIA) allows Communications Providers (CPs), such as alternative networks (Alt-Nets), to share access to Openreach’s telecommunications infrastructure and use it to install their own fibre networks. This consists of both duct and pole sharing.
Through Openreach PIA accreditations, course delegates can learn the engineering techniques needed to install cable through overhead poles or underground ducts, as well as how to use the infrastructure safely.
PIA qualifications are essential for CPs to be able to access Openreach infrastructure.

Available Courses
- Learn engineering techniques used to safely deploy cable and sub-duct (up to a max. diameter of 25mm) within the Openreach Underground Infrastructure
- Review agreed on network quality standards associated with PIA and CP cable deployment
- Complete questionnaire assessment, testing knowledge of sub-duct and cable installation
- Carry out practical assessment, involving completing an installation to the correct quality standard in a simulated situation
- Develop knowledge of Openreach Overhead Infrastructure
- Gain skills needed to carry out a PIA Pole Survey
- Demonstrate knowledge of competency required to complete an effective survey
- Develop knowledge of Openreach Underground Infrastructure
- Gain skills needed to carry out a PIA Duct Survey
- Demonstrate knowledge of competency required to complete an effective survey
- Complete questionnaire and practical assessment, testing knowledge and ability to increase space in the upper pole envelope by moving the top bass step downwards in line with current PIA terms and conditions
- Understand the new upper envelope of space and its measurements
- Learn engineering techniques used to safely deploy drop cable (up to a max. diameter of 7mm) within the Openreach Overhead Infrastructure
- Review the agreed network quality standards associated with PIA and CP cable deployment
- Complete questionnaire assessment, testing knowledge of overhead installation
- Carry out practical assessment, involving completing a CP overhead cable installation in line with current PIA terms and conditions

How much do the accreditations cost?
The starting costs for Openreach PIA accreditations are between £270-£400. However, we may be able to offer discounts on group bookings – get in touch for more information.
Can courses be delivered on-site?
Openreach PIA accreditations are not available for on-site delivery.
When do the accreditations run?
The Openreach PIA accreditations currently run twice a month, every month. View our Open Course Dates on the ATS Group website.
How long do the accreditations last?
Courses are usually taught over two days, with the exception of PIA S8 Overhead Install, which is a 3-day course, and PIA S9 Pole Stepping on Congested Poles, which is a one-day course.
Do I need any prior qualifications?
Overhead PIA accreditations (S5 & S8) require you to have completed and hold the Smart Awards SA001 Overhead Safety certificate, while Underground PIA accreditations (S6 & S7) require you to have completed and hold the Smart Awards SA002 Underground Safety certificate. To attend the S9 PIA accreditation, you will need to have completed and hold the SA001 and S8 Overhead certificates.
How long is the qualification valid for?
The accreditation lasts for three years.
